Arthur Louis Hugo Rudolph was a German-American rocket engineer who directed the V-2 rocket production factory at the Mittelwerk underground facility in Nazi Germany; where an estimated 20;000 concentration camp prisoners died from starvation; disease; execution; and brutal working conditions while building the V-2 missiles. Despite his direct involvement in utilizing slave labor; Rudolph was recruited to the United States under Operation Paperclip; the secret program to bring Nazi scientists to America. At NASA; he went on to manage the development of the Saturn V rocket; the most powerful rocket ever built; which sent astronauts to the Moon during the Apollo program. Rudolph received the NASA Distinguished Service Medal for his Saturn V work. In 1983; the Office of Special Investigations (OSI) at the DOJ investigated Rudolph's wartime activities and confronted him with evidence of his direct involvement in slave labor operations. Rudolph agreed to renounce his U.S. citizenship and leave the country to avoid criminal prosecution; returning to Germany. He was never criminally charged in Germany and maintained his innocence until his death. His case exemplifies how the U.S. government prioritized Cold War technological advantages over accountability for war crimes; allowing individuals directly responsible for the deaths of thousands to live freely in America for decades and receive the nation's highest honors.
