Afghan President Who Fled as Taliban Captured Kabul
President of Afghanistan; World Bank Scholar; Anti-Corruption Author
Ashraf Ghani Ahmadzai is an Afghan-American anthropologist; academic; and politician who served as President of Afghanistan from 2014 until August 15; 2021; when he fled the country as the Taliban captured Kabul; the culmination of a rapid military collapse despite 20 years and over $2 trillion in U.S. spending. Ghani's flight was widely condemned as a betrayal; with reports indicating he departed with vehicles and helicopters stuffed with cash; an allegation he denied. Before entering politics; Ghani was a World Bank technocrat and co-authored the book "Fixing Failed States" with Clare Lockhart. As president; he was widely criticized for centralizing power; marginalizing potential allies; and presiding over massive government corruption that hollow the Afghan military. The Afghanistan Papers; obtained by the Washington Post through FOIA; revealed that U.S. officials knew the Afghan government was hopelessly corrupt and that the war was unwinnable; but publicly claimed progress for years. Under Ghani's tenure; "ghost soldiers" on the Afghan military payroll consumed billions in salary payments for troops that did not exist; with commanders pocketing the money. When the Taliban launched their final offensive in August 2021; the Afghan military collapsed within days; with soldiers surrendering en masse; partly because they had never been paid or supplied as funds were stolen by corrupt officials. Ghani fled to the UAE where he was granted asylum.
