Former Executive Director, UN Oil-for-Food Programme
UN official accused of corruption in Iraq sanctions program
Benon Sevan was a Cypriot-born United Nations official who served as Executive Director of the Iraq Oil-for-Food Programme from 1997 to 2004. Established under Security Council Resolution 986, the program was intended to allow Iraq to sell oil on the world market in exchange for food, medicine, and other humanitarian necessities for Iraqi citizens. An independent investigation led by Paul Volcker found that Sevan had received approximately $160,000 in kickbacks from Iraqi oil allocations and recommended criminal prosecution.
OIL ALLOCATIONS: The Volcker Committee investigation found that Sevan solicited and received oil allocations from Iraq worth millions of barrels, using a front company called Africa Middle East Petroleum Company (AMEP) headed by his friend Fakhry Abdelnour.
KICKBACK PAYMENTS: Sevan allegedly received approximately $160,000 in payments traced to AMEP, which profited from Iraqi oil allocations. He claimed the payments were from his aunt, though investigators found his aunt was a retired Cyprus government employee on a modest pension.
FLED JURISDICTION: After being indicted in 2005 by a U.S. federal grand jury on charges of bribery and conspiracy, Sevan fled to Cyprus, which has no extradition treaty with the United States. He has remained outside U.S. jurisdiction since.
PROGRAMME CORRUPTION: Under Sevan's leadership, the Oil-for-Food Programme became riddled with corruption. The Volcker report found that 2,253 companies from 66 countries paid illegal surcharges and kickbacks totaling $1.8 billion to Saddam Hussein's regime.
SUSPICIOUS DEATH: Fakhry Abdelnour, the key intermediary and head of AMEP, fell to his death from a balcony in New York in 2005 shortly before he was to testify before investigators.
