Jim Wright served as a Commissioner on the Texas Railroad Commission, the state agency responsible for regulating oil and gas production and pipeline infrastructure in Texas. Despite its name, the Railroad Commission has not regulated railroads since 2005; instead, it oversees the fossil fuel industry that forms the backbone of the Texas energy supply chain. Along with fellow commissioners Wayne Christian and Christi Craddick, Wright voted against implementing mandatory winterization standards for natural gas wells and pipelines, even after federal regulators at FERC and NERC explicitly recommended such measures following a 2011 cold weather event that caused widespread gas supply disruptions. When Winter Storm Uri struck in February 2021, natural gas supply failures were the single largest contributor to power generation loss across Texas. Wells froze, pipelines failed, and processing plants shut down because none had been required to winterize. The resulting grid collapse killed over 700 Texans and left 4.5 million households without power in sub-zero temperatures. Wright bore co-responsibility for the Railroad Commission's decade-long refusal to mandate weatherization despite clear federal warnings and known risks. No criminal charges or formal disciplinary actions were taken against any Railroad Commissioner.
