Overview

Kevin Roberts became president of The Heritage Foundation in October 2021 and immediately began steering the organization toward its most ambitious project in its 50-year history; Project 2025 (officially the "2025 Presidential Transition Project"). Project 2025 is a 920-page policy document titled "Mandate for Leadership" that lays out a detailed plan to restructure the entire executive branch of the U.S. government. The plan calls for reclassifying up to 50,000 career civil servants as political appointees who can be fired and replaced with ideological loyalists (Schedule F); dismantling the Department of Education; withdrawing from climate agreements; restricting abortion access through administrative action; ending DEI programs across the federal government; militarizing the southern border; and consolidating presidential power over independent agencies including the DOJ and FBI. The project has assembled a database of 20,000+ pre-vetted conservative personnel ready to staff a new administration from Day One. Roberts has stated that the country is in a "second American Revolution" that "will remain bloodless if the left allows it to be." Over 100 conservative organizations contributed to the project. Despite Trump's public distancing from the document during the 2024 campaign; many of its authors serve in the Trump administration and its policies are being implemented.
