Overview

Prince Bandar bin Sultan Al Saud served as Saudi Arabia's Ambassador to the United States from 1983 to 2005, the longest tenure of any Saudi ambassador to Washington. Known as "Bandar Bush" for his extraordinarily close relationship with the Bush family, he became a central figure in the Iran-Contra affair when he facilitated $32 million in Saudi contributions to Nicaraguan Contra bank accounts between 1984 and 1986, helping the Reagan administration circumvent the Boland Amendment's prohibition on U.S. funding for the Contras. The Saudi contributions were coordinated with National Security Adviser Robert McFarlane and NSC staff member Oliver North as part of a broader effort to fund the Contra insurgency through third-party countries after Congress cut off direct U.S. aid. Bandar's role illustrated the Reagan administration's use of foreign governments as conduits for covert operations that had been explicitly prohibited by law. Beyond Iran-Contra, Bandar was one of the most influential foreign diplomats in Washington for over two decades, maintaining relationships across multiple administrations. He later served as Secretary General of the Saudi National Security Council (2005-2015) and briefly as Director General of Saudi Intelligence (2012-2014). His diplomatic career was marked by both his ability to serve as a trusted interlocutor between Washington and Riyadh and by persistent questions about Saudi Arabia's role in financing extremism.
