Former U.S. Representative (R-CA-50)
Most corrupt member of Congress in modern history: accepted $2.4 million in bribes from defense contractors in exchange for steering billions in Pentagon contracts
Randall Harold "Duke" Cunningham served as a Republican U.S. Representative from California from 1991 to 2005. A decorated Vietnam War fighter ace (the Navy's first ace of the war), Cunningham leveraged his military hero status and position on the House Defense Appropriations Subcommittee to run one of the most brazen bribery operations in congressional history. He accepted $2.4 million in bribes from defense contractors Mitchell Wade (MZM Inc.) and Brent Wilkes (ADCS Inc.), including a $1.675 million home purchase by Wade at an inflated price, a 42-foot yacht named "Duke-Stir," Rolls-Royce and other luxury vehicles, antiques, rugs, and cash payments. In return, Cunningham steered tens of millions in classified and unclassified defense and intelligence contracts to his benefactors. He even maintained a "bribe menu" on congressional stationery listing the dollar amounts of contracts required in exchange for specific bribe amounts. He pleaded guilty in 2005 and was sentenced to 8 years and 4 months in federal prison - the longest sentence ever imposed on a former member of Congress at the time.
