Rick Scott was the CEO and co-founder of Columbia/HCA Healthcare Corporation, which became the largest for-profit hospital chain in the United States. In 1997, the FBI raided HCA offices in a massive healthcare fraud investigation. Scott resigned as CEO shortly after. In 2000-2003, HCA agreed to pay $1.7 billion in settlements - the largest healthcare fraud settlement in U.S. history at the time - for systematically defrauding Medicare and Medicaid through upcoding, kickbacks to physicians, and billing for services never provided. Scott was never personally charged, invoking the Fifth Amendment 75 times during depositions. He received a $300 million severance package and $10 million in stock. Scott then spent $75 million of his personal fortune to win the Florida governorship in 2010, and was elected to the U.S. Senate in 2018. As governor, he opposed Medicaid expansion under the ACA - the same program his company had defrauded.
