Robert Sumwalt served as Chairman of the National Transportation Safety Board (NTSB) from 2017 to 2021, including during the 737 MAX crashes. A former airline pilot, he led NTSB investigations and publicly called for improvements in aviation safety. However, the NTSB is an advisory body with no enforcement power, the FAA frequently ignores its recommendations. Sumwalt advocated for reforms but some critics say he could have been more forceful.
