Vietnamese-French Activist and Agent Orange Victim
Vietnamese journalist who sued Agent Orange manufacturers in French courts
Tran To Nga is a Vietnamese-born French citizen who filed a landmark lawsuit in French courts against 14 multinational companies that manufactured Agent Orange. Exposed to the herbicide as a young journalist covering the Vietnam War in 1966, she has suffered from multiple Agent Orange-related illnesses including diabetes, a rare allergy condition, and heart disease. Her case became a landmark international legal challenge to hold chemical companies accountable for Agent Orange's effects on civilian populations.
FRENCH LAWSUIT: In 2014, Tran filed suit against 14 companies including Dow Chemical and Monsanto in the Evry court near Paris. This was the first time Agent Orange manufacturers faced legal action outside the United States.
INITIAL DISMISSAL: In May 2021, the French court dismissed her case on jurisdictional grounds, ruling that the companies had acted on U.S. government orders and were protected by sovereign immunity. Tran immediately appealed.
APPEAL: Tran continued her legal fight through the French appeals system. Her case drew international attention and support from environmental and human rights organizations worldwide.
PERSONAL TOLL: Tran has suffered from Type 2 diabetes, tuberculosis, a rare allergy condition called alpha-thalassemia, and heart disease. Her daughter was born with a heart defect and died at age 17. Her granddaughter was born with a blood disorder.
INTERNATIONAL SYMBOL: At over 80 years old, Tran became an international symbol of the ongoing fight for Agent Orange victims' recognition and compensation, particularly for the estimated 3 million Vietnamese affected.
