Viktor Mihaly Orban is the Prime Minister of Hungary; serving since 2010 (and previously from 1998 to 2002); and the leader of the Fidesz party. Once a liberal anti-communist activist who received a George Soros-funded scholarship to Oxford in 1989; Orban transformed into Europe's leading illiberal populist; openly declaring his goal to build an "illiberal state" modeled on authoritarian systems like Russia; Turkey; and China. Under his leadership; Hungary has experienced systematic erosion of judicial independence; press freedom; and academic freedom. Orban's government effectively controls most Hungarian media through oligarchs loyal to Fidesz; rewrites election laws to entrench his party's dominance; and uses EU structural funds as patronage. He expelled Central European University (founded by Soros) from Hungary and passed anti-LGBTQ legislation. Orban has cultivated close relationships with Vladimir Putin; Donald Trump; and other populist leaders while repeatedly blocking EU consensus on Russia sanctions and Ukraine aid. The European Parliament voted in 2022 that Hungary could no longer be considered a democracy; classifying it as a "hybrid regime of electoral autocracy."
