FBI Section Chief, Racial Intelligence Section
FBI official who directed COINTELPRO operations specifically targeting Black civil rights organizations and leaders
George C. Moore served as Section Chief of the FBI's Racial Intelligence Section within the Domestic Intelligence Division, making him the day-to-day operational director of COINTELPRO-BLACK HATE (later renamed COINTELPRO-BLACK NATIONALIST HATE GROUPS) from its expansion in 1967 until the program's termination in 1971. Moore reported directly to FBI Assistant Director William C. Sullivan and was responsible for planning and implementing specific COINTELPRO operations against the Black Panther Party, the Southern Christian Leadership Conference, the Nation of Islam, the Student Nonviolent Coordinating Committee, and dozens of other Black civil rights and nationalist organizations. Under Moore's direction, the Racial Intelligence Section developed and executed operations designed to create violent confrontations between organizations, destroy leaders' personal relationships, undermine organizations' financial support, and "prevent the rise of a Black messiah." Moore personally approved memoranda proposing specific disruptive actions against Martin Luther King Jr., Stokely Carmichael, Elijah Muhammad, and other leaders. The Church Committee's investigation revealed that Moore's section was responsible for some of the most egregious civil rights violations in COINTELPRO, including operations that contributed directly to violence and death within targeted communities.
COINTELPRO-BLACK HATE DIRECTOR: Served as operational director of COINTELPRO-BLACK NATIONALIST HATE GROUPS, the FBI program specifically targeting Black civil rights and nationalist organizations. Under his direction, the program expanded from 23 field offices to 41 and targeted hundreds of individuals and organizations.
"PREVENT THE RISE OF A BLACK MESSIAH": Moore's section authored the directive to "prevent the rise of a messiah who could unify and electrify the militant black nationalist movement," specifically naming Martin Luther King Jr., Stokely Carmichael, and Elijah Muhammad as potential targets. This directive drove operations designed to destroy Black leadership.
BLACK PANTHER PARTY OPERATIONS: Directed programs to "destroy the Black Panther Party from the inside" through infiltration, creation of internal dissension, fabrication of evidence, and promotion of violent confrontations. These operations contributed to the deaths of Black Panther members.
INTER-ORGANIZATIONAL CONFLICT: Approved operations designed to provoke violent confrontations between Black organizations, including attempts to create warfare between the Black Panthers and the US Organization (Ron Karenga's group). These FBI-instigated conflicts resulted in the January 17, 1969 murders of Panthers Alprentice "Bunchy" Carter and John Huggins on the UCLA campus.
MLK TARGETING: Moore's section participated in the development of operations targeting Martin Luther King Jr., including surveillance, smear campaigns, and attempts to discredit King with church leaders, financial supporters, and political allies.
SNCC DISRUPTION: Directed operations to neutralize the Student Nonviolent Coordinating Committee and its leadership, including planting informants, creating internal conflicts, and spreading disinformation designed to separate SNCC from other civil rights organizations.
FABRICATED EVIDENCE: Under Moore's direction, the Racial Intelligence Section created and distributed fabricated documents, including forged letters and anonymous mailings designed to create suspicion, jealousy, and conflict within targeted organizations.
CHURCH COMMITTEE REVELATIONS: The Church Committee specifically examined Moore's role and concluded that his section's operations represented "a sophisticated vigilante operation aimed squarely at preventing the exercise of First Amendment rights of speech and association."
